"They were parked there waiting for two hotel workers to leave with the money," D’amiano Sumuano explained, "so when they left that place, one of the alleged perpetrators got out of the vehicle, threatened them and stole the bag of money and fled."

It wasn’t until much later that authorities were able to piece together the sequence of events, thanks to the victim's inability to immediately call for help. The individual whose vehicle was first stolen had no phone to report the crime, causing a delay that gave the robbers a head start. "The person whose vehicle was stolen did not have a cell phone to call the emergency number," the police chief lamented.

The victim finally managed to flag down a passing Navy unit, allowing the authorities to spring into action—but by then, precious time had already been lost.
