Some of these top-secret documents discuss the scenario surrounding the claimed existence of at least 12 drug trafficking organizations in southeast Mexico and their alleged influence over the region.

Additionally, they assert that criminal organizations frequently exploit the Yucatan state as a gateway to Quintana Roo, where a significant number of potential customers are gathered owing to tourism.
The Gulf Cartel, Los Caballeros Templarios, the Sinaloa Cartel, the Acapulco Independent Cartel, and La Familia Epitacio are all said to operate in Merida, the capital of Yucatan, according to documents released by the Guacamaya organization.

Since drug trafficking organizations want to establish themselves in places like Cancun and Playa del Carmen because of the tourist that is created, they explained that Quintana Roo is "the jewel in the crown" in this scenario. The Pacific Cartel, the Caborca Cartel, the Jalisco Cartel - New Generation (CJNG), and the Independent Cartel are a few of the criminal enterprises that may be located in the area.
