The flowers of Tenancingo are the most beautiful in the state because the soil is fed by things no one talks about.

Sandra Morales knew this. She had known it since she was a girl walking to mass past the greenhouses, the rows of gladiolas and marigolds and lilies that grew so thick and bright they looked painted. The flower trade was the town's pride. The municipal seal had a lily on it. The market square had a statue of a flower vendor with a basket on her hip. Even the kidnappers asked for flowers — flores para la virgen, they said, when they came to take a girl. It was a courtesy. A local custom.

Sandra cut the ribbon at the new market at ten in the morning. She smiled for the cameras. She shook hands with the merchants. She said the right things — progress, opportunity, a new chapter for Tenancingo. Her speech lasted four minutes. She had practiced it in the mirror that morning, wearing the earrings Efraín had given her for their anniversary, trying to look like someone who believed what she was saying.

The safe house was on the same block.

She had seen it on the way in. A pink house with bars on the windows and a Virgin of Guadalupe painted above the door. The Virgin's eyes were blue. They always painted her eyes blue in Tenancingo, even though nobody in the town had blue eyes. It was another courtesy. Another thing everyone knew and did not say.

Sandra looked at the pink house for one second too long. One of the merchants noticed. She smiled at him and he smiled back and she knew he would tell someone and that someone would tell Efraín and Efraín would ask her about it that night and she would say she was just looking at the Virgin. She was already practicing that lie before she finished cutting the ribbon.


She came home at six.

The house was at the end of Calle Allende, a two-story with a courtyard and a bougainvillea that climbed the wall. It was the nice part of town. Not the nicest — the nicest houses belonged to the flower exporters — but nice enough that people noticed when you lived there. Sandra had bought it with campaign money. She had told herself that everyone did that. She had told herself a lot of things.

Efraín was in the kitchen. He was making dinner, which meant he wanted something. That was their language — the things they did instead of the things they said. When Efraín cooked, he was apologizing. When Sandra cleaned, she was angry. When they did not speak at all, it meant they were both pretending the marriage was still a marriage and not a business arrangement with a shared bedroom.

"How was the ribbon?" he said.

"Fine. Photos. Handshakes. The usual."

"Anyone ask about the market funds?"

"No one asks about the funds. They ask about the flowers."

He laughed. It was a good laugh. It was one of the things she had loved about him once, before she understood what it meant — that he could laugh at anything because nothing was serious to him except money and the things money bought.

"The flowers of Tenancingo," he said, stirring the pot. "Most beautiful in the state."

"You sound like the tourism brochure."

"It's true, though. The soil here is something special."

She did not answer. She sat at the kitchen table and watched him cook and thought about the forty million pesos.

They were hidden in three places. Twelve million in a flower export business her cousin Raúl had started with her money. Fifteen million in a savings account under a name that wasn't hers. The rest in cash, buried in a coffee can in her mother-in-law's backyard. Efraín did not know about the coffee can. He thought he knew everything. He thought she was the one who could not keep secrets.


Dinner was mole. It was good. Efraín was good at cooking, good at loving, good at lying. He had been a truck driver when she met him, hauling flowers to Mexico City. Now he managed logistics for a flower export company that did not export enough flowers to justify its profits. She had never asked where the extra money came from. She had never needed to.

"Camila asked about the trip to the water park," he said.

"Tell her next weekend."

"You said that last week."

"I know."

"She's eleven, Sandra. She notices."

"She notices everything. She's a Tenancingo girl."

He looked at her. She looked at him. The silence between them was full of things neither would say. That their daughter would grow up in this town. That this town would take what it wanted from her, like it took from every girl. That Sandra had become mayor to change it and had ended up changing nothing except her bank account.

"The hearing is July 9," she said.

"I know."

"They're going to charge me."

"We knew they would."

"I need the money moved by then."

He put down the spoon. "It's already moved."

"Where?"

"Somewhere safe."

"Efraín."

"Sandra." He said her name the way he said everything — soft, patient, like she was a child who needed to be handled. "Trust me."

She had trusted him once. She had trusted him when he told her that the flower exporter who wanted to meet her was just a businessman. She had trusted him when he said the campaign donation was clean. She had trusted him when he introduced her to the man with the quiet voice and the clean hands, the man who was introduced as Pedro and who she later learned was called something else.

El Mínimo.

She had never met him face to face after that. She did not need to. He was everywhere in Tenancingo. In the pink house with the blue-eyed Virgin. In the greenhouses that never seemed to hire but never seemed to close. In the bus station where girls from Chiapas arrived with promises and left without names.

The forty million was supposed to be her way out. Take the money, stage the kidnapping, disappear. A fresh start in a city where no one knew her. She had planned it for months. She had rehearsed it the way she rehearsed her ribbon-cutting speeches. She had told herself that the money was already dirty, that taking it from the town was just taking back what she had already given, that the kidnapping was a performance and no one would get hurt.

She had told herself a lot of things.


Raúl arrived at midnight.

He was her mother's sister's son, thirty years old, with a face that looked too young for its worry lines. He had been her first hire when she became mayor — personal assistant, driver, errand runner. She trusted him because he was family and because he was weak, and weakness was its own kind of loyalty.

"Everything is set," he said. They were in the courtyard. The bougainvillea cast shadows that moved in the wind. "The room, the phone, the wire instructions. I have a burner ready."

"The video?"

"Tomorrow night. I'll pick you up at the church."

"No. The corner by the greenhouses. The church has cameras."

His face went still. "You checked for cameras?"

"Of course I checked for cameras. Did you think I was doing this without checking?"

He looked at her the way everyone looked at her eventually — surprised that she was smarter than they expected, then uncomfortable that they had underestimated her. It was the story of her life. A woman in a town of men, underestimated every day, using it the way others used money or connections.

"Tomorrow night," he said. "Ten o'clock."

"I'll be there."

He left. She watched him go down the street, his shoulders hunched, his hands in his pockets. She had chosen him because he would not ask questions. She had not considered that he might also be too scared to answer them.


She could not sleep.

She lay in bed next to Efraín and listened to him breathe. His breath was steady. He slept like a man without regrets. She envied him that. She envied him many things — his ease, his certainty, his ability to separate what he did from what he felt.

At three in the morning, she got up. She went to the bathroom and looked at herself in the mirror. The face that looked back was forty-one years old. It had lines around the eyes and gray in the hair and a set to the mouth that had not been there when she was elected. She did not recognize it sometimes. She did not recognize herself.

She had been a good mayor once. For the first year, she had tried. She had opened the market. She had fixed the roads. She had stood on the steps of the municipal palace and promised to clean up Tenancingo, to bring jobs, to stop the girls from disappearing.

The girls still disappeared.

She knew because they told her. Mothers came to her office with photos of daughters who had gone to Mexico City for work and never called. Grandmothers came with birth certificates and prayers. The first time, she had called the police. The second time, she had called the state prosecutor. The third time, she had called El Mínimo, because Efraín had told her that was how things worked in Tenancingo, and she had believed him.

She had believed a lot of things.

She went back to bed. She lay down next to her husband. She stared at the ceiling and counted the hours until ten o'clock.


He picked her up at the corner by the greenhouses.

The air smelled like wet earth and gladiolas. The flowers were dark shapes in the moonlight, row after row of them, so many that they looked like an ocean. She got into Raúl's car. He handed her a blindfold.

"Do I need this?"

"He said to make it look real."

"Who?"

"Them."

She looked at him. He did not meet her eyes. She thought about asking more questions. She thought about the cameras she had checked for, the ones she had missed, the ones she could not see because she did not know where to look.

She put on the blindfold.

The car drove. She counted the turns — left, right, straight for a long time, then right again. She knew where they were going before they arrived. Her cousin's house. An hour outside town, off the dirt road past the flower fields, where no one would hear her and no one would come.

He helped her out of the car. He led her inside. He took off the blindfold.

The room was small. A bed. A chair. A table with a phone on it. The walls were bare. There was a window with the curtains drawn. It looked staged, because it was.

"Raúl," she said.

"Don't."

"Don't what?"

"Don't ask me anything. I don't want to know."

"You already know. You're here."

"I'm here because I owe you. After tonight, I don't owe you anything."

He handed her a bottle of water. He left. She heard the door lock from the outside.

She sat on the bed. She waited. She counted the minutes.

At eleven, she picked up the phone. She dialed the number he had given her. A machine answered. She read the ransom demand the way they had rehearsed — forty million pesos, wire instructions, no police or she dies. Her voice was steady. She had practiced this. She knew how to sound scared without sounding fake.

She hung up.

She waited.

Her phone buzzed. A text message.

She picked it up. The screen was bright in the dark room. The message was from a number she did not recognize.

Make it look real. She's ours now.

She stared at the words.

She read them again.

She thought about the cameras she had checked for, the ones she had missed, the ones she could not see.

She dialed Raúl. He did not answer.

She dialed Efraín. He did not answer.

She sat in the dark room with the phone in her hand and the text message on the screen and the smell of flowers coming through the window — the flowers of Tenancingo, the most beautiful in the state, because the soil is fed by things no one talks about.

There was a sound outside. Not footsteps. Something heavier. A vehicle, engine off, doors opening.

She looked at the window. The curtains were drawn. She could not see anything.

She could hear them, though.

Voices. Low. Men's voices. Not Raúl's.

The door handle moved.

Someone was unlocking the door from the outside.
